Banners are 462 X 25.  (start doing 23 to accomodate sponsorships)

Start with 16 million colors, background 102-0-0, foreground 255-102-0

Text is Arial, Bold, 14 pt.

Text is positioned at (6,6) if possible, may have to do (6,5).  Do (6,4) if the original
is 462x23.

Do the banner, then reduce to 256 colors, standard Windows, Nearest Color.

Save as GIF, no transparency info.
